Brief Bio –

Professional Experience
Forty-four years as an employee of, or consultant to, high technology companies contracting to federal government agencies.
Performed reliability assessments of unmanned spacecraft in the early years of the space program, including the Orbiting Geophysical Observatory and the Radio Astronomy Explorer. This led to a comprehensive collection and analysis of failures and other anomalies occurring on unmanned spacecraft. Continuing intermittently over more than two decades this effort is documented in the publication of numerous reports and technical papers.
Managed a project to assess the feasibility of satisfying electricity needs on earth directly from the sun using Solar Power Satellites. Prepared a report on the state of the technology in 1976 and wrote a detailed plan for further concept development and evaluation. Supported implementation of the plan, which was led by the Department of Energy with significant NASA, industry, and university participation. The plan was implemented on time and within budget. It culminated in a public symposium at the University of Nebraska attended by several hundred interested people.

Was asked to assist NASA Headquarters in recovering from the accident of the space shuttle Challenger. Wrote a safety plan to be implemented at all NASA Centers and developed and refined probabilistic risk assessment procedures to be applied to future space shuttle missions.
Community Involvement
A member of the Venice community for over 40 years where he and his wife have raised six children. Both have been active in community affairs. Mr. Bloomquist was a member of the Free Venice Beachhead collective for five years, has led the Free Venice Astronomy Club for over twenty years and has helped to stage Jazz at Palms Court, a fundraiser for the Venice Community Housing Corporation, for ten years. He has been on the board of directors of the Ulan Bator Foundation since its creation in 1990.
